CHINNOR PARISH COUNCIL
MINUTES of the FULL COUNCIL MEETING held on 21st November 2016

PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Minter, Searl, Williams, Wright and Young.

4. Minutes of previous meeting to be agreed and signed:
07-11-16 Full Council Meeting signed by Cllr Williams

5. Planning Section led by Cllr Wright
1. Planning applications considered:
P16/S3644/HH Extend existing porch to incorporate a downstairs toilet at 10 Rannal Drive.
Recommendation: Approval
P16/S2856 Amended To add extra bedrooms and service spaces to the existing house, modify part of existing house. Re-site the existing studio to improve working conditions. Convert original artist studio into a new entrance area and add additional Atlelier / Living room and deck. New entry route for vehicles onsite and carports at two locations – (as amended on 24-10-16 to reduce height of development) at Hill house, Chinnor Hill. Recommendation: No Strong Views. Needs careful consideration of landscaping conditions in order to reduce the visual impact of the development on the village.
P16/S3544/FUL Retrospective change of use of a pool house to self contained holiday let at Upper Farm, Henton. Recommendation: Approval
P16/S3713/HH Single storey pitched roof rear extension to replace existing. Single storey pitched roof side and front extensions to existing house. Proposed new dropped kerb and parking area to the front at 7 Springfield Gardens.
Recommendation: No Strong Views. CPC supports OCC traffic concerns

2. Planning Permission granted by SODC
P16/S2340/FUL Proposed new attached two storey, two bed dwelling to side of existing house with parking at 48 Glynswood.
P16/S1955/HH Erection of single storey extension and addition of rooflight to detached dwellings, driveway and two bay garage (as amended) at Bridleway Barn, Spriggs Alley.

P14/S4024/O Appeal withdrawn for land north of Mill Lane – A2 Dominion Developments Ltd.

6.2 Cllr Young proposed to approve the monthly financial reports. Seconded by Cllr Williams.
6.3 August Marquee – Cllr Wright proposed to approve the total costs for marquee into budget for 2017-2018 for 1 weeks hire, and proposed to reserve slots for Pulse usage week days and Beer festival usage on Bank Holiday Saturday and Annual Flower and Produce Show on Bank Holiday Monday – all other slots to be applied for. Seconded by Cllr Minter.
Vote 8 in favour, 1 abstention.
6.4 White's Field Community Hall – kitchen and decorating update works were approved at an estimated cost of £1000.00 Proposed by Cllr Williams and seconded by Cllr Haywood.

7. Environment to be led by Cllr Higgs
7.1 Jack and Jill signage for White Field car park entrance was fully discussed. Cllr Higgs and Cllr Ashdown to meet J&J to discuss other location options.
7.2 December newsletter for printing and distribution was approved.
7.3 Old Kiln Lakes art project final consultation afternoon was successful. The project does not need planning permission and can continue. Expected completion April 2017. Full design drawing available from the office.
7.4 St Andrews School – SODC have application for tree works – 8 weeks to determine request.
7.5 Chinnor Youth Club Management Committee has agreed to temporarily suspend the Tuesday night sessions until more volunteers can be sourced. Thursday nights will continue at present with both youth workers attending.

8. Clerks Report:
9.1 2017 meeting dates to be emailed to all.
9.2 Letter from Thames Water re development of new water resources. Noted
9.3 The play area inspections by RoSPA have been completed – not at all satisfactory and a lot of repair works are needed in Conigre play area especially.
9.4 Richard Folley has resigned as Groundsmen his last working day will be 16-12-16
9.5 HR meeting to be held to discuss future Groundsmen vacancy.
