CHINNOR PARISH COUNCIL
Minutes of the FULL COUNCIL MEETING held on 19th December 2016

PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Rowton-Lee, Watson, Williams, Wright and Young.

1. Apologies: Cllr Bird, Cllr Minter, Cllr Searl

2. Councillors Declaration of Pecuniary Interest & Dispensations: None

3. Public Question time: 7 members of the public were present.
P16/S4079 – objections against this application included lack of privacy to residents living in Elderdene, inaccurate plans which the resident has advised SODC, concerns over space and development numbers.
D/Cllr Ian White reported on the TVP 101 non emergency number – concerns over the system have been discussed at the recent meetings – the Chief Constable is ware of the concerns.
D/Cllr White reported on the recent new planning law regarding strengthening of the local Neighbourhood Plans.
D/Cllr White reported on SODC changes to Planning application responses. If a Local Authority responds with No Strong Views it is now taken as an Approval – Chinnor PC to always be aware to make comments and observations under responses.

5. Planning Section led by Cllr Wright
1. Planning applications considered:

P16/S4025/O (Outline) Revised outline application with all matters reserved for two detached dormer houses, replacing existing demolished agricultural sheds at land adjoining 7 Emmington.
Recommendation: Objection: Chinnor PC supports the objections raised by SODC on application P15/S2255/O in 2015.

P16/S4027/O (Outline) Erection of 14 two storey detached and semi-detached dwellings together with access, parking and amenity space at 54 Lower Icknield Way.
Recommendation: Objection:
1) Overdevelopment cramped form of housing particularly along the access road. Density not in keeping with adjacent area of Wheatfield s. Entire area is over developed and not in-keeping.
2) Additional access onto Lower Icknield Way is dangerous considering all other access points currently in use plus future developments already approved having access on to an already busy road. A new access point would be another unnecessary hazard.
3) Minimal car parking is a major concern. Developments should always have car ports and not garages as a garage is not big enough for modern size vehicles so are not used and so a massive loss of parking is immediate. Car Ports are required in all new dwellings.
4) If minded to approve a condition must be that no construction vehicles, staff cars or commercial vehicles and vehicles of any type are parked or unloaded on Lower Icknield Way at any time. Onsite parking for every vehicle must be available at all times.

P16/S4079/O Erection of seven detached and semi detached two storey dwellings together with access, parking and amenity space at land rear of 59-63 Lower Icknield Way.
Recommendation: Objection: Poor access, poor design, lack of privacy to current dwellings, over looking a major concern. Access road concerns – how will the refuse lorry access the dwellings and emergency service vehicles access the area – bin store concerns. Lack of provision at the roadside if the access is deemed unsuitable for the refuse lorries.
This development is un-neighbourly and not in keeping.

P16/S3713/HH Amended Details Single storey pitched roof rear extension to replace existing. Single storey pitched roof side and front extensions to existing house. Proposed new
dropped kerb and parking area to the front (as amended dated 6-12-16) at 7 Springfield Gardens.
Recommendation: Objection: Safety concerns due to drop kerb access and position.
Cllr Haywood agreed to attend SODC Planning Meeting regarding this application.
P16/S3956/HH Full height extension to side and single storey extension to rear of existing end terrace property. Demolition of existing single garage and adjoining car port at end of garden and building new double garage at 28 Malyns Close.
Recommendation: Approval

P16/S3287/HH Amended Details Demolition of existing conservatory and erection of single storey rear extension to form new utility, garden room and bathroom (as amended 2-12-16) at Kestrel Cottage, Sprigs Holly.
Recommendation: Approval

P16/S3303/FUL Amended Details Change of use and conversion from light industrial B1 ( c) to residential C3 as a single two – bed apartment (additional marketing info and contaminated land statement dated 7-12-16 at Ground Floor, 118 Station Road.
Recommendation: Approval - To note: The loss of an industrial unit for employment in the village is very disappointing.

P16/S3719/FUL Demolition of redundant garages and construction of new dwelling at land adjacent to 64 High Street.
Recommendation: Objection – Over looking and un-neighbourly development, insufficient parking major concern on the High Street, over development. Chinnor PC requires to see the Conservation Officers report please regarding this proposed development – please send the full report to Chinnor Parish Council.

P16/S4112/LDP Certificate of Lawful Development
Convert rear section of garage to form shower room at 2 Druids Walk
No Comments to be made.

2. Planning Permission granted by SODC
P16/S1468/O Outline Permission Application for outline planning permission for construction of up to 78 dwellings (including affordable) with associated access, amenity space and landscaping at land north of Mill Lane.
P16/S2856 Amended To add extra bedrooms and service spaces to the existing house, modify part of existing house. Re-site the existing studio to improve working conditions. Convert original artist studio into a new entrance area and add additional Atelier / Living room and deck. New entry route for vehicles onsite and carports at two locations – (as amended on 24-10-16 to reduce height of development) at Hill house, Chinnor Hill.
P16/S2749/O Outline Permission Demolition of existing 2 bed dwelling and various other buildings and replace with a new four bed 2 storey dwelling at Venus Wood Barn, Chinnor Hill.
P16/S3557/HH Single storey timber orangery to rear replacing existing at Trackways, Chinnor Hill, Chinnor.
P16/S3395/FUL Removal of condition 10 (code for sustainable homes) on application P13/S3641/FUL. Erection of a single dwelling with integral garage (as amended by drawing
L4041 PL.01 C and letter dated 24-1-14) at land to rear of The Black Boy, Station Road.
P16/S3274/HH Formation of an internal driveway and the insertion of a new window within existing ancillary outbuilding at Oakleigh House, Henton.
P16/S3409/HH Erection of two storey rear extension (retrospective) at 65 Lower Icknield Way.
P16/S3396/HH Amending side facing bedroom window opening at 28 Timber Way.
P16/S3531/HH Proposed single storey side and rear extension at 5 Golden Hills.

3. Planning Matters
3.1 Change of property name from Keepers Cottage to Lane End House, Emmington, OX39 4AA and erection of 1 new dwelling to be named Keepers Cottage, Emmington, OX39 4AA – as per plan at the meeting. Noted.
3.2 BT consultation for intention to remove public payphones – Lower Road and Henton. Noted.

6.2 Cllr Ashdown proposed to approve the monthly financial reports, seconded by Cllr Flint.
6.3 Cllr Wright proposed to approve amended Budget for 2017-2018, seconded by Cllr Flint.
6.4 Cllr Flint proposed to approve Precept figure for 2017-2018 of £288,300.00, seconded by Cllr Watson. All in favour.
6.5 Letter of thanks from C&PRR for £500 grant was noted.
6.6 Complete Tree Services – Cllr Wright proposed to approve the quote for felling of 3 trees by Conigre Play Area at a total of £930.00 – the trees to be felled and stump ground to ensure safety in the area, especially along the pathway access – the trees are not healthy specimens and 3 trees will be considered for planting in the near future at a suitable locationto replace the three felled trees. Seconded by Cllr Young. All in favour. Quote due from Mr Curtis for new fencing / pathway once trees are felled.
6.7 Report from Cllr Rowton-Lee on land ownership of Church Lane / Station Road junction following recommendation for tree / shrub works needed by Complete Tree Services. On-going.
6.8 Cllr Young reported on HR matters – it was advised for every Councillor to attend training courses. Cllr Young to organise an in-house Planning Training at the earliest possible time. Other courses would be of interests to Councillors so all 2017 course dates to obtained.
Cllr Young reported on HR matters within the staff group. The recent matter has been dealt with and all Councillors read the letter and the meeting minutes from the HR meeting. Cllr Flint proposed the course of action suggested be progressed, seconded by Cllr Higgs.

7. Clerks Report – items not needing notice of decisions:
7.1 Change of use to 14 apartments at 40 Oakley Road was noted – no notice or decision required by Chinnor PC – for information only.
7.2 A further meeting with the Inspector and Sergeant has been arranged to discuss PCSO concerns. Cllr Ashdown and Cllr Young to attend the meeting.
