MINUTES of the FULL COUNCIL MEETING held on 18th July 2016

PRESENT: Cllr's Ashdown, Flint, Haywood, Higgs, Minter, Rowton-Lee, Searl, Watson, Williams and Wright

1. Apologies: Cllr Bird, Cllr Young
2. Absent without Apologies: Cllr Atkins
3. Councillors Declaration of Pecuniary Interest & Dispensations: None

4. Public Question time: 1 member of the public was present.
School Governors from St. Andrews School will attend meetings to be kept updated on present housing concerns.

5. Minutes of previous meeting were agreed and signed:
04-07-16 Full Council Meeting were approved and signed by Cllr Williams

6. Planning Section led by Cllr Wright
1. Planning applications to be considered:
P16/S2219/HH Demolish garage. Two storey gable and extension at 31 Middle Way
Recommendation: Approval
P16/S2001/FUL Re-surface existing tarmac pathway with new bonded aggregate surface at St. Andrew's Church, Church Road.
Recommendation: Approval
P16/S2160/FUL Modification of condition 2 on P15/S3267/FUL amended orientation of stable block and hard standing. Change of use from agricultural and equestrian use and erection of 4 loose boxes, tack room, store room, barn and manege at land Fairwood, Lower Icknield Way.
Recommendation: Approval

2. Planning Permission granted by SODC
P16/S1509/HH Two storey side extension at 6 Estover Way
P16/S1522/HH Part 2 storey, part single storey extension to existing dwelling. Fenestration
alterations to existing dwelling at 28 Timber Way.
P16/S1437/LDE Certificate of Lawful Develop Continued use of building as a single, self contained dwelling occupied independently to The Croft at Venus Wood Barn, Chinnor Hill.

3. Notification of Planning Appeal
App/Q3115/W/16/3151611 – P14/S4024/O
Land north of Mill Lane – Construction of 78 dwellings. Appeal start date 28th June 2016. Planning working group to commence with appeal objections.

4. Planning and Highways Matters
4.1 P16/S2231/LDP Certificate of Lawful Development Erection of a single storey rear extension and interior works to provide a loft conversion with 5 velux windows at 81 Station Road. For info only.
4.3 Neighbourhood Plan update following recent SODC public meeting 'Preferred options for the local plan' – it was noted that there was very poor attendance from members of the public but representatives from NHP were in attendance the entire time.
4.4 Property name – new dwelling complete and ready for occupation – Mill Barn, Thame Road.
4.5 Bloor Homes have confirmed a management company is to maintain the open space in the development on Thame Road / Mill Lane – It was agreed that Parish Council request ownership of the triangular piece of land containing the community parking area.
4.6 Erection of 61 dwellings to be street named and numbered:
2 to 30 Mill Lane (existing), 1 to 51 and 2 to 18 Oxford Down, 1 to 12 Windmill Close

7.2 Monthly finance reports were approved by Cllr Haywood and seconded by Cllr Williams
7.3 Donations of £799 following the Queens Birthday celebration events were discussed.
7.4 Draft lease for Chinnor PC and CCP (Community Pavilion) was discussed – to be read through by all parties and discussed again at the next meeting.
7.5 CPC owned land behind Greenwood Avenue was discussed – Cllr Rowton-Lee and The Clerk to visit site and look at a valuation for the land prior to discussions of future land use.
7.6 PAT testing – it was agreed not to send staff on this course.
7.7 Safe and Sound Playground quotation for repairs in Conigre and St. Andrews at a total of £480.00 were approved by Cllr Higgs and seconded by Cllr Minter.
7.8 Report following recent HR meeting to be discussed at the next meeting.
7.9 Two quotes from Complete Tree Services – Playing Fields and WFCH were approved for crown lifting of trees to allow mowing and easier pedestrian access.

8. Environment Meeting be led by Cllr Higgs
8.1 Allotment fencing – Cllr Higgs to contact the allotment committee to confirm that no further works are required.
8.2 Chinnor Guide 2016 – a list of edits and amendments were handed to Cllr Minter to progress
8.3 SODC has agreed to install a new litter bin by Wykeham Rise pedestrian entrance . SODC has stated that they could not justify a further bin at Henton.

9. Clerks Report – items not needing notice of decisions:
Invitation to attend C&PRR train ride on 23-7-16. Cllrs to respond direct. Noted that Cllr. Ashdown had agreed to attend.
Local Plan consultation – sub committee to meet 8th August 2016 at 8pm
White's Field gate –report of ASB in car park therefore post reinstated to get gate locked over the summer holidays
Noted that Community Pavilion rateable value has now been received
Notification that CCP will be applying for a full Licence to replace the Club Premises Licence
