MINUTES of the FULL COUNCIL MEETING held on 3rd July 2017
PRESENT: Cllr's Flint, Haywood, Higgs, Ridgley, Watson, Williams, Young.
Staff: Liz Folley (Clerk) and Jo Wills (Asst. Clerk)

Public Question time: 3 members of the public were present.
Residents of Thame Road attended to express major concerns about speeding traffic along Thame Road. Traffic calming measures were requested along this road. This to be discussed at the next Planning Committee meeting.

Councillor Vacancy: 4 applicants for the position have submitted information.
The Council have invited each applicant along on Monday 10th July at 8pm to introduce themselves.

10.1 Additional payments were proposed by Cllr Haywood and seconded by Cllr Young:
Mrs M Mackenzie – RBL garden plants £ 85.50
Grundon waste – wheeler empty £ 95.71
RS Ltd – VC Mini bus wheel £ 182.32
R Pickard – WFCH cleaning £ 75.00
Thames Valley Police – Q1 PCSO £4343.25
George Browns – equipment £ 6.07
10.2 The Community Grants were discussed and reasons for some not being approved immediately were explained. All agreed grants had cheques written and approved for signing.
Clerks Report – items not needing notice of decisions:
11.1 Cllr Watson to visit Duo Chef to request the flower bed be repaired and tidied up.
11.2 Cllr Williams and Cllr Flint to attend the Town and Parish Council forum meeting.
11.3 Conigre area fencing has been completed – tarmac pathway to be completed soon.
12.1 It was advised that following the Chinnor FC AGM Daryl Ridgley is now Chairman.
12.2 Item for next Full Council – Asset Management working group and also OKL Pavilion working group.
12.3 Item for next Planning Committee – traffic calming on Thame Road and report from Cllr Ashdown.
Old Kiln Lakes
13.1 A recent increase, due to the hot weather, of anti-social behaviour in OKL was reported on by Cllr Flint. Residents had arranged a meeting recently and given out leaflets. All ASB to be reported to 101 and TW.
Future management was discussed and it was agreed to not proceed at this time with Earth Trust – proposed by Cllr Williams and seconded by Cllr Flint. D/Cllr Lloyd confirmed TW have not yet completed IDO.
HR Section led by Cllr Young
14.1 Cllr Young to contact a training scheme with regard to future training for Councillor's.
14.2 Thanks were given to lee and Trevor for continued good efforts in the Parish.
