CHINNOR PARISH COUNCIL

MINUTES of the STATUTORY ANNUAL MEETING held on 22nd May 2017 at 7.30pm in the Council Chamber, Community Pavilion.

PRESENT: Cllr's Ashdown, Flint, Higgs, Minter, Ridgley, Rowton-Lee, Watson, Williams, Wright and Young.

The Assistant Clerk welcomed everyone to the Annual Meeting.

A new Committee structure was introduced for Finance and General Purposes, Planning and Environment Committees. All full terms of reference for these committees are available.

The first Monday of each month there will be a Full Council meeting for all Councillors to attend.

No public were present.

DECLARATIONS OF PECUNIARY INTEREST: None

 

Letter of resignation from Richard Searl was read out and accepted.

Thanks were given for the years of service and hard work Richard has given to the Council.

 

ELECTION OF PARISH COUNCIL CHAIRMAN:

Cllr Rowton Lee proposed Cllr Robin Williams. Seconded by Cllr Watson. All in favour.

 

ELECTION OF PARISH COUNCIL VICE-CHAIRMAN:

Cllr Williams proposed Cllr Martin Wright. Seconded by Cllr Ashdown. All in favour.

 

ENVIRONMENT COMMITTEE:

The Environment Committee will consist of 5 members plus the Council Chairman and Vice Chairman. The Quorum for this committee shall be 4 members

The Committee will meet every second Monday of each month.

The Committee will have specific responsibility – as detailed in the Terms of Reference.

1) Cllr Pat Haywood

2) Cllr Sue Ashdown

3) Cllr Sara Higgs

4) Cllr Daryl Ridgley

5) Cllr Sandy Watson

The above named committee names were proposed by Cllr Young, seconded by Cllr Wright. All in favour. No further nominations were made.

Election of Environment Committee Chairman:

Cllr Higgs proposed Cllr Ashdown. Seconded by Cllr Rowton-Lee. All in favour

Election of Environment Committee Vice-Chairman:

Cllr Ashdown proposed Cllr Higgs. Seconded by Cllr Young. All in favour.

 

PLANNING COMMITTEE:

The Planning Committee will consist of 5 members plus the Council Chairman and Vice Chairman. The Quorum for this committee shall be 4 members

The Committee will meet every third Monday of each month.

The Committee will have specific responsibility – as detailed in the Terms of Reference.

3) Cllr Sara Higgs

4) Cllr Steve Bird

5) Cllr Rowton-Lee

The above named committee names were proposed by Cllr Flint, seconded by Cllr Minter.

All in favour. No further nominations were made.

Election of Planning Committee Chairman:

Cllr Williams proposed Cllr Wright. Seconded by Cllr Rowton-Lee. Vote = 6 in favour

Cllr Ashdown proposed Cllr Haywood. Seconded by Cllr Higgs. Vote = 3 in favour

Cllr Wright was voted in as Chairman of Planning Committee.

Election of Planning Committee Vice-Chairman:

Cllr Williams proposed Cllr Rowton-Lee. Seconded by Cllr Young. Vote = 6 in favour

Cllr Ashdown proposed Cllr Haywood. Seconded by Cllr Higgs. Vote = 3 in favour

Cllr Rowton-Lee was voted as Vice-Chairman of Planning Committee

 

FINANCE AND GENERAL PURPOSES COMMITTEE:

The Finance and General Purposes Committee will consist of 5 members plus the Council Chairman and Vice Chairman. The Quorum for this committee shall be 4 members

The Committee will meet every fourth Monday of each month – unless otherwise notified.

The Committee will have specific responsibility – as detailed in the Terms of Reference.

Committee Members:

1) Cllr Robert Minter

2) Cllr Neil Flint

3) Cllr Steve Bird

4) Cllr Dave Young

5) Cllr Rowton-Lee

The above named committee names were proposed by Cllr Higgs, seconded by Cllr Flint.

All in favour. No further nominations were made.

Election of F&GP Committee Chairman:

Cllr Higgs proposed Cllr Flint. Seconded by Cllr Rowton-Lee. All in favour.

Election of F&GP Committee Vice-Chairman: Nomination / Proposer / Seconder

Cllr Watson proposed Cllr Minter. Seconded by Cllr Flint. All in favour

 

HUMAN RESOURCES COMMITTEE:

The Human Resources Committee will consist of at least 3 members plus the Council Chairman and Vice Chairman. The Committee will meet as needed for HR matters.

The Committee will have specific responsibility - as detailed in Terms of Reference.

2) Cllr Robin Williams

3) Cllr Neil Flint

The above named committee names were proposed by Cllr Watson, seconded by Cllr Minter.

All in favour. No further nominations were made.

Election of HR Committee Chairman:

Cllr Williams proposed Cllr Young. Seconded by Cllr Flint. All in favour

Election of HR Committee Vice-Chairman:

Cllr Young proposed Cllr Flint. Seconded by Cllr Ashdown. All in favour.

 

CHINNOR NEIGHBOURHOOD PLAN COMMITTEE:

The Neighbourhood Plan Committee will consist of at least 3 members plus the Council Chairman and Vice Chairman. The Committee will meet as needed for all plan matters.

The Committee will have specific responsibility -as detailed in the Terms of Reference.

5) Cllr Daryl Ridgley
